In these circumstances Their Lordships can urge

no objection to the prohibition of the importation or circulation of Chinese silver or nickel coins, as from the 1st January next unless some earlier date proves necessary.

Their Lordships agree with Mr.Secretary Harcourt that the modified scheme for a Government note issue in redemption of Hong Kong subsidiary coins is one that, for the reasons stated, cannot be accepted but that there is no reason why the Government should not be authorised to proceed with the Ordinance prohibiting the circulation of

foreign notes.
